I actually wrote an article on the 91 (at least) people banished to the CÔte d'Or department under Napoleon: 56 of them to Dijon. I don't think I mentioned Méhéé. To many people, banishment away from Paris was unpleasant, especially if the local population shunned them (as was often the case). Also, they were under close supervision of the police. Internal exile was a cheap way for the government to get troublemakers out of Paris and keep them under surveillance.
