Moore and the Retreat to Corunna

I've been reading Gareth Glover's 'From Corunna to Waterloo' and was struck by his protagonist's comment that Moore should have destroyed bridges/blocked the mountain roads after passing through. The suggestion was that he was badly let down by his engineers.

I wonder if this was true? Such actions seem so obvious that there must have been a reason they weren't done - does anyone know why they were not?
