portrait - Napoleonic period?

Dear all,

just before Christmas time a puzzler for the uniform buffs among us. Can anyone make sense of the attached portrait? i.e. what country or unit type?
The history for this portrait is as follows: It is a self-made copy (dated around 1963) of a painting that was made in 1846, for a 25-year wedding anniversary. The man on horseback is the groom, Johannes Houben, who hailed from Sevenum, in Dutch Limburg (1813-1815 under Prussian rule). According to family history, he joined the French army in time for the 1812 campaign against Russia, but got home again, without his uniform. He then joined the Klevische Landwehr. So far, I have been unable to track down a unit of Klevische Landwehr. Did Kleve have its own regiment?
Apparently, he was quite proud of his martial achievements, which is why he chose to have himself portrayed in his uniform. However, what uniform is this???
Any advice would be appreciated.
