The Challis List will have the names of officers of the 97th who landed in 1808. See the master index and/or the spreadsheet.

The yearly/monthly army lists for 1808 and 1809 will list the names of the officers who served in the 97th then.

The commanding officer was Lieutenant Colonel James Lyon, the 2nd Lieutenant Colonel, who received the Gold Medal for Vimeiro.

The 97th Foot landed in August 1808 and served until October 1811. It remained in Portugal, as part of the garrison, when Moore's army went into Spain. Ray Foster's article has more details. See Notes on Wellington's Peninsular Regiments.

The Silver Military General Service Medal lists will have only the names of officers and men who applied for and received the medal.

For the other ranks, I think only the muster rolls and paylists will have the names.
