Horse Artillery

Greetings, Is anyone familiar with a work titled "Manoeuvers of Horse Artillery, written in passing, in the year 1800 by T.A.B. Kosciuszko at the request of General W.R. Davie, then envoy from the United States to France"? It was written in French and published in Paris in 1800. It was published in New York in 1808. Both Davie and Kosciuszko served with Greene during the campaign in the south and knew each other quite well so the link between them in the title makes sense.

I am wondering if Kosciuszko's study mirrors other studies on horse artillery from the period and if it was of much use in the American military.
