According to "The Floating Prison" by Louis Garneray, translated with a commentary and notes by Richard Rose, Otterquill Books, e-book, 2012, when the death rates of prisoners are properly investigated a mortality of between 5 and 8 per cent of all prisoners, both on shore and on the hulks seems to have been normal.
