The order does not 'read' either 'can' or 'could', for it is in French.

Parsing the meaning of specific words in an English translation of a French text would seem a complete waste of time, would it not?

It isn't if the word is significant in the meaning of the text. However, it is kind of silly to suggest that translating the wording as 'can' is somehow significantly different than 'could'.

In this case, both words denote options or possibilities for action rather than any directive or requirement.
