But greatest super-villain ? Even in Great Britain history, I see some others (starting from Joan of Ark witchcraft).
To attribute Napoleon all fictional ways to invade England is a bit "On ne pręte qu'aux riches".
And main objection of french naval commission was that, whatever the technical improvement of steampower, England would be quick to adapt it on a larger scale, due to the leadership both in navy and steam engine - which in 1804 were 10 years long from being reliable enough for harbour navigation.
And the author has clearly a trauma with learning french. A beautiful, but complex language.
