Without doubting that the ruling classes (or part of them) saw this as a threat, it will be interesting to see how the author merits equating "the British state" with some panicking local officials and a bunch of drunken soldiers (and not even regulars, just yeomanry). Certainly worth comparing this with the supine performance of London magistrates during the far more violent Gordon Riots, 40 years earlier.
