Some might do, others aren't allowed to; but it was all "Catholic" money and a proportion of it was supposed to be sent to Rome. The failure of the RC Church in Ireland - which was run by abbots, rather than bishops as in all other Catholic countries - to "pay its dues" was the main reason that Pope Adrian IV granted lordship over Ireland to the Kings of England.
