I would regard anything Fraser says with the deepest of suspicion unless it was verified by some other, better, source. His Words on Wellington is a mishmash of gossip and invention, and while I am sure that his writing has given a good deal of pleasure to many readers over the years, it has also unleashed a whole school of red herrings. (Next time I won't be so circumspect and will tell you what I really think!)
