Oliver was, but his great-grandfather was Morgan ap Williams from Glamorgan in South Wales, an area settled heavily by several generations of Irish pirates (which is where the name Morgan actually comes from). The great-grandfather married Thomas Cromwell's sister and his son and grandson (Oliver's grandfather and father) went by both surnames - Williams and Cromwell.
