The Bulletins were not only intended to bolster morale in the army and cheer up the folks at home but also serve, on a smaller scale, to praise those Napoleon wished to reward, embarrass those he thought deserved a public drubbing in print, and punish by faint praise or by ignoring those who failed to rise to whatever occasion the bulletin commemorates. A sort of "divide and conquer" use of propaganda at which Napoleon was a master.
