You might want to read the chapter “The London print trade: commerce, patriotism and propaganda” prior to reading the subsequent “Napoleon and the print as propaganda”. The caricature was a well-established form of political satire long before 1804 – and all forms of despotism or absolutism, whether British or French, were fair game. Some, but not all, of the propaganda in the exhibition was government - or even politically - sponsored.
