Re: Wellington's position at Battle of Toulouse

The references I have seen place Wellington and his staff at or near the hill or rise of La Pujade when Freyre's Spanish troops advanced and were driven back; and that he subsequently joined Beresford in the latter part of his daring flank march. See Letters of Colonel Frazer of the RHA p 472-3, and perhaps also Colborne or Harry Smith. Not sure about earlier in the day. Hope this helps, at least a bit.
