Schwertfeger writes that Thouvenot had no official confirmation of Napoleon's abdication, news of which he received on 11th or 12th April. He replied to a British letter that he would accept only direct orders from Soult, his superior.

The British advance posts, on the contrary, started to neglect their duties from this day on, offering a good opportunity to the defenders to to do them harm.

Schwertfeger quotes a book "Siège de Bayonne par les alliés", by de Laxague, published in Aix-en-Provence in 1906, which seems to give some info from the point of view of the besieged.
