My experience is that the British are more likely to say that here than the French. But historian David P. Jordan wrote (Napoleon and the Revolution, 2012), “'Mentir comme un bulletin', to lie like a Bulletin, was a witticism of the day; but they were a brilliant invention, as original as anything he did militarily or politically.”
