Seems to me a bit reductive.
The two european sea empires which started the world role of western Europe and made the major explorations, conquest, sea roads, were the Portuguese one, starting 15th century, and the spanish one, at its peak in 16th and 17th centuries.
Dutch and British sea empire were contest of portuguese and spanish monopolies, and cannot be explained by internal dynamics.
