The correspondence of Alexander I was published in Russia. Wellington's is of course well known, but he was, of course, not a ruler.

The publication of the correspondence of Napoleon I was a political statement, trying to tie the 'prestige' of his reign to that of Napoleon III. Items were left out for political reasons, only to be later published.
