I would offer "Napoleon and his Collaborators: the Making of a Dictatorship" by Isser Woloch as possibly shedding some light on this matter. You should at least enjoy the title. I am far from expert in these civil matters, but I found the book to be illuminating. Perhaps others that have read this book can comment on its utility as I would be interested to know their opinions. I've just checked bookfinder and there are plenty of copies available at a good price.
