I think W was referring to the composite light battalions of the brigades that were composed of battalions that had not served in the Peninsula, and therefore were not used to these composite light battalions (I'm not aware that the troops that had been in Holland and Northern Germany since 1813 had made use of the "composite light battalion per Brigade", as W's troops in the Peninsula had done, even though Graham had commanded these troops in 1813, and so might have taken some of the Peninsula tactics with him)....
