The illustration in Vernet seems to show black or dark brown flag poles for the battalion fanions. On the other hand the next illustration in Vernet is of an Eagle and that also seems to have a black or dark brown flag pole, despite the fact that other sources state that it was blue, so perhaps it needs someone else to quote from the regulations.

As far as I know the only tricolour carried was on the eagle flagpole.

I would agree with your view that it would be appropriate to show wargame figures with one eagle with the 1st battalion and one battalion fanion for each of 2nd, 3rd etc battalions. Although the regulations state that no inscription was to be placed on post 1811 battalion fanions, I wonder whether this was obeyed. I suspect that commanding officers would have placed simple incriptions such as 4th Regiment de Ligne, 2nd bataillon.
