There was a problem with military pensions in 1814 because many of them were supposed to be paid from revenues of conquered territories, no longer available. The Bill proposed by Marshal Macdonald in Dec 1814 made proposals both for indemnities for emigres who had had property confiscated and also for military pensions below 2000 francs which had been lost with the annexed territories to be restored. What the outcome was I am not sure, but that was the reason why the pensions were not being paid.
