The British Army Against Napoleon has information on the division of the UK into military districts, numbers and locations of regiments. General but will give you an idea of what was available.

The 1805 Yearly Army List has the officers promoted Brigadier General to command in the districts. These would be the brigade commanders.

The men chosen to command the forces sent to Sicily, Hanover, Cape Colony etc. would be the same as those to command in England.

That is an interesting comparison. To get an idea of which British officers might have taken the field in 1806, I think a look at the officers commanding at home in 1805/1806 along with those chosen for West Indies 1805, Cape of Good Hope 1805, Hanover 1805 and Copenhagen 1807 will give you a good idea. Many should be in the Dictionary of National Biography or you can look try google book search on their names.

Keeping in mind that given the British army of the time many brevet colonels would be placed upon the staff as Brigadier Generals or Colonels to command brigades especially if their regiment was selected. At the time many would be the later generals of the Peninsular War.

Although not an army list, you will find all the officers here and the dates of their last promotion. Start page 316.

The militia had long been embodied and both half-pay officers and Fencible sergeants promoted as ensigns were serving in the regiments. Militia, Fencibles and Regulars had been brigaded for training in some districts since at least 1798.

The volunteers were coming under Horse Guards control and also had half-pay officers in their ranks.

This was also the period of Shorncliffe camp and other camps of instruction along the coast.
