Could Titulär be the equivalent of "ā la suite" in France : an officer having the rank/brevet, but waiting for an available post to get the authority on men and the pay attached to it ?
(Confusingly, "titulaire" in french mean the opposite : the one who get the brevet/post, opposite to candidate, provisional or deputy).
