The writer suggests that apparent threats made against the islands by Napoleon were just designed to keep the British Navy busy in the area.

I've now finished the article and would recommend it: apart from the naval aspect there is a lot of good stuff about espionage and the Chouannerie. My only criticism is that the writer assumes we have heard of the leading characters before and doesn't explain them on introduction.
