Militia Officers serving as volunteers in Spain

In early 1813 the 5th/60th had two officers from the North Devon Militia attached as volunteers. One subsequently went on to join the regiment and one joined the 88th. When I was at the National Archives this week I noticed other regiments had officers joining from the militia in 1813, usually several from the same militia unit. Almost as if some sort of twinning arrangement had taken place.

I know that rank and file could volunteer from the militia, and that militia officers could get a regular commission if they brought enough recruits with them. However, this seems a little different and seems to have started in 1813, or perhaps late 1812. Is anyone aware of a general order or act of parliament linked to this?
