I was suggesting that the number of officers moving to the regulars could have been partly in response to the unrest, AND as Fortescue says, there was a governmental effort to move rank and file militia to the regulars in an attempt to dilute the problem. Just part of the dynamic in 1813 leading to militia officers entering regular service.
