I understand that the intelligence network put in place by monarchies to preserve social order have some similarity with modern anti terrorism organizations, but I am a bit surprised with the assimilation of terrorist with republican / independentist movements in France, Germany, Italy, Ireland, Poland... To question state legitimacy and fight state power is not terrorism in absolutist states.

NATO was not supposed to mix with internal political debate of its members, while Sainte Alliance was designed to do just that.

An interesting complement could be "La Grande Armée de la Liberté", author Walter Bruyère-Ostells, about former officers of the Napoleonic wars fighting for constitutionalist / idependantist movements all over Europe and South America.
