I just found ONB (the Austrian National Library) had already scanned two Russian Regulations in French.

They were both published in 1798. The first one was a translation of the 1797 infantry regulation (Воинский устав о пехотной службе), the second one was a translation of the 1796 cavalry regulation (Воинский устав о полевой кавалерийской службе).
