It could be that those priests were still acting as the inquisition, which had been in place until Napoleon entered the picture. The British might not have approved of torture etc. While the Cortes banned them at one point, their influence was limited. After the wars, the Spanish King brought them back. Goya had to deal with them and was put on trial at one point after the wars.
