Isn't it true that Napoleon, as a member of the topographic bureau responsible for planning campaigns, had a hand in developing the 1795 plans in Italy?

I believe that it was Massena who developed the plan of battle for Loano, but how much was the need for a battle to seize the passes and the coast road pushed by Napoleon? He had been needling the Directory to be more active, but his plans were repeatedly denied. However, Boycott-Brown points out that Napoleon's opening moves in the 1796 campaign were essentially the plans he had previously put forward.

I have been looking for an OOB of the Austro-Sardinian forces at Loano. I have found some from June of 1795, but no readily consumable tables for Loano itself. My sources s far are:
