The list gives the organisation of the defence of the Brixen valley in 1809. Against the Bavarians and French, I presume ? It is not a real military establishment, but a kind of regional militia or levy, probably even without uniforms.

Th German verb "verpflegen" means "to supply with food". So the Verpflegsoffizier is an officer responsible for the organisation of the food supply. It is a function, not a rank.

Wolfgang Perchinger is listed only as assistant ("Gehilfe") of the Verpflegsoffizier named Stumpf. So Perchinger needn't have been a military at all. And (I assume he was an inhabitant of the Brixen valley) he had been a Bavarian subject since as late as 1806, when the Brixental had become part of Bavaria. So I doubt this Perchinger ever was an officer of the Bavrian army.
