Ah, now I understand. The items are from the Earl of Essex from 8 September 1642.

So, all of you who have taken home a Bic or any other pen from work, send them in or suffer "Theft and robberie exceeding the value of twelve-pence, shall be punished with death".

Given the age of our time, if the Bic or any other pen from work, send in only the money (double the value - we'll waive the arbitrary punishment) in accordance with " No man shall take or spoile the goods of him that dieth or is killed in service, upon pain of Seizing upon dead restoring double the value, and arhitrarie punishment."
