I would recommend the Höfer 1 : 200 000 maps of Poland which come with Ortsnamenverzeichnis of the towns in Polish with German names and by German name giving the Polish name (as well as Russian in some cases). The town list for the map with Kalinengrad/Königsberg takes 27 pages (Nördliches Ostpreussen) while that for Gdansk/Danzig takes 48 pages (Polen West-Ost-Preussen) to do this.

It depends upon your goal and from which "direction" you are going (from the names in the Napoleonic Wars to modern towns or from modern towns to the names of our era).

During the 1930's the Poles issued maps using the former Imperial German maps at the 1 : 100 000 scale.

While not a list, the maps help get one to the right place.

As opposed to modern maps, they often contain villages destroyed during the war and not on the modern maps (the Höfer maps often show "site of " locations).

Naturally, the town of the time are best found on the period maps, such as the Schroetter map available at

(it is closed at this moment, so I can not check the link).

This said the the Reymann maps of the 1840's have many of the towns of the period (yet in German), many of which are available at:

At times, using the applicable language version of Wikipedia (meaning the Polish language pages of Wikipedia for Polish names and German language pages for German names) have helped me from time to time (remember to use the special letters - ą ć ę ł ń ó ś ź ż - ö ä ü ).
