Nothing expanded on in the published letters. However it appears that Napoleon did not want any campaigning in the hot weather.

See page 68. Letter 544, Napoleon to Clarke, July 29, 1809 where he orders Clarke to write to Spain that no attack was to be made on Portugal in August (much too hot) but plan to do so in February.
