I'm not sure how we're on this tangent. I was only trying to explain how the Westphalian legislature worked.
To my knowledge, the US House of Representatives never had mandatory proportions of representatives based upon class or profession, the candidates did not have to be screened by a Federal department prior to being permitted to run, there were more than 8 districts in which candidates could run, and nothing like a constitutional limit of no more than 200 voters per district, all of whom had to be approved by the central government. None of the same could be said about the Westphalian Reichsstände. Hence my point: it was different from the US House of Representatives.
