I don't think you can say the governments of the early stages of the revolution were corrupt: their good intentions just got overtaken by events. The Jacobins had very strong principles: to the point of considering it their duty to guillotine those who fell short of them. After the Terror the constitution was slanted against a strong executive which gave rise to its own problems.
There were crooked business men and shady contractors around at all stages - and ever will be - even Napoleon couldn't do much about that.
