To whom did Blücher supposedly say these words, and when ?

It may have been said in the context of plans after 1808 to instigate a general uprising against the French by sending small free corps to Northern Germany, or in early 1814, when small detachments were sent (on Blücher's orders, though) to summon the French north-eastern fortresses to surrender.

But I never came accross this quotation up to now.
