I disagree completely. I have read many first-hand accounts of soldiers and officers on the French and British sides. The picture on the French side is one of no officially organized, systematic resupply of food. It was almost random pillage on a grand scale. I have published 3 books detailing the difficulties faced by various German units in Spain; they all tell the same story.
On W`s side, there were occasional shortages, but the record is one of systematic, orderly purchase, storage and distribution of rations and forage.
