Re: Decree of November 25, 1813

The 2nd, 3rd and 4th battalion of the 4th Etranger were garrisoned on the Dutch coast under Moliter. The Detachment in the Hague (at most 400 men) marched of to Gorichem on the 18th November. At Capelle on the Ysel most of the Prussians deserted and returned to the Hague on the 19th, were the joined the rebellion. Other Prussians deserted as well and they were in December 1813 organised into a 10 company battalion, called the Orange Prussians. This battalion became the 2nd Jagers on the 6th January 1814 and the Battalion Jagers Nr. 17 from the 15th february.

It's logical that they were the first mentioned unit in the decree of 25th November.
