I would tend to agree with your posting. There were no complete set of uniform regulations for the French Army until the Bardin Regulation of 1812. I would assume by common practice that the colpack came into use for voltigeurs shortly after they were authorized. And it was usually up to French regimental commanders what distinctions were allowed or worn. Even after Bardin the colpack remained in use for voltigeur companies.
