I realize there is no military rank indicated despite he was "commander of the place" I wonder if he was not some Intendant or Commissary, something like that, at other dates Hügel himself is indicated instead of this curious "commander of the place"
The German denomination for this commandant de la place is Platz-Commandant or Etappen-Commandant.

For the Allied Etappen-Commandanten, an instruction of 4th March 1814, given in Chaumont by by the united Russian, Austrian and Prussian general commissaries, regulated their tasks and rights. For that campaign only, but it gives the general idea. In 1815, it will have been similar.

The Etappen-Commandant was to be regarded like the commander of a fortress, means he was the highest military authority within the village or town he was assinged to. Local civilian authorities had to follow his orders concerning quarters, food and means of transport for the troops.

The tasks laid down in in this 1814 instruction were:

- general order (Polizei = police)
- control of the marching routes
- arranging quarters for the troops
- providing food for men and horses
- arranging transport for the troops

It seems in 1815, the commandants de la place were also involved in organising requisitions for the troops present in their area of authority. Some requisitions might have been organised on regimental level, others on corps level. In the latter case, the order to deliver this or that until a certain date, will have been signed by Hügel. It is out of question that Hügel would have exercised the duties of a commandant de la place in a small village such as Cusset.
