Vachee undervalues the work and accomplishments of Berthier and relies too much on Jomini.
Berthier, unfortunately, is undervalued by too many authors and is still characterized as nothing more than a 'chief clerk.' The latter insult is from Jomini, whom Berthier dressed-down for Jomini's usual egocentricity and ignoring staff procedures. Jomini was a failure as a military governor twice in Russia and as a chief of staff.
Berthier was the first of the great chiefs of staff in military history and his work in staff planning and organization are still apparent and in use.
