The Bulletins were never intended as history. They were written as morale-builders and propaganda, of which Napoleon was a master.

Napoleon was also a master of the use of intelligence and counter-intelligence, which he intentionally used to confuse his enemy. Even his 'tables of organization' was used in this manner, his corps organizations, while built on the same model, were also staffed according to the abilities of their commanders and to confuse the enemy.
