Colonel Bayley, Lisbon April 1809

Many thanks for your help and the document you have sent me.

Re Colonel Bayley...

He was secretary to Villiers when minister plenipotentiary – therefore in the British legation to Lisbon, Portugal
He was, apparently, sent by Villiers with a despatch to Canning in London in April 1809

Can anyone provide any further information as to who this Col. Bayley might be?
