I am sure it was typical of inspections by regimental officers, and no doubt not uncommon in inspections by the lower formation commanders, but typical behaviour of the emperor himself? That seems rather improbable, and Charras' mention of it suggests that it was in fact rather unusual.
The similarity of Hoffman's story to Charras' account does seem significant.
