This can be read both ways :

300 million deficit is huge, considering that France could not rely on credit as UK did, due to Ancien Regime and Revolutionary bankrupts.

On the other side, French yearly budget, without foreign contribution, was between 700 million and 1 billion. So 30 to 50% of cumulated deficit, after three years of military disaster, loss of whealthy territories and foreign invasion, was far from bankrupcy; the Restoration will solve the problem quickly thanks to peace time, and willingness of the owners to pay the bill, to avoid the pre-1789 situation.

Also, yearly military budget in 1811 was 600 millions, and it increased in 1812 and 1813. The cumulated deficit quoted by Dupont was 50 millions, less than 3% of the cumulated budget for three years. Not enough to trigger a mutiny.
