Soult did quite well in Andalusia also. The pair managed the most productive (and less mountainous) areas of Spain, Barcelona apart.
My point is, military occupation by french, how unjustifiable it was, did not result from, nor imply, unbearable costs for France nor occupied territories in Italy, West Germany or Eastern and Southern Spain. The opposition was mainly political, not financial, as shown by the fierce resistance of Barcelona countryside.
