I have difficulty in understanding finance-speak in English, never mind in French, but I do know that the figures any government produces officially should be taken with a pinch of salt and when that government has full control of the press the salt comes by the tablespoon.
I believe the army in Spain often went unpaid for long periods, is this something you have figures on?
